Opioid Settlement Funds
Black Hawk County has received funding from national opioid settlement agreements. According to the settlement agreements, these funds must be used for opioid abatement efforts.
Black Hawk County is allowing eligible organizations to apply for funding to support remediation projects outlined in the List of Opioid Remediation Uses Document (Exhibit E, Schedules A and B: Core Strategies).
In addition, the County has established local Opioid Abatement Strategy Priorities to guide the use of these funds. This information is also included in the application document.
Apply for Funding
A maximum of $750,000 will be available for applications selected to be funded for the period January 1, 2026 through the 2027 fiscal year (FY). For FY28-FY29, an estimated $500,000 will be available for applications annually. The Black Hawk County fiscal year begins July 1 and ends June 30.
Awarded applicants will be distributed funds on a reimbursement basis. A full accounting of the entire award is expected. Black Hawk County also reserves the right to suspend or terminate funding for any projects at any time should opioid settlement funds become unavailable, be exhausted, or be rescinded.
Contract Period: January 1, 2026 – June 30, 2027
Applicant Eligibility: To support and encourage local service providers, preference will be given to organizations that are either located or have a branch office within Black Hawk County for services provided to Black Hawk County residents.
NOTE: An applicant must provide assurance that the award will supplement, not supplant, existing programs.
