Black Hawk County General Assistance provides assistance to needy and poor people in need of immediate assistance or people who cannot obtain assistance from any other source.

The overall mission of the Black Hawk County Human Resources Department is to provide quality human resources and support to the Board of Supervisors and County Departments that result in effective and efficient government services for the citizens of Black Hawk County.

The mission of the Information Technology Department is to progressively identify and evaluate the data processing requirements for all County and City of Waterloo departments, and then, based on established priorities, to satisfy the defined requirements in the most cost effective manner and within prescribed budgetary guidelines.

Public Health
Black Hawk County Public Health exists to ensure everyone has equitable opportunities and the resources to lead healthier, more fulfilling, and longer lives. The public health team works to prevent disease, promote healthy behaviors, and protect people from health hazards.

Recorder
The Black Hawk County Recorder's Office collects real estate transfer tax for the Department of Revenue, of which a portion stays in the County.

Road Department
The County Road Dept surveys, designs, inspects and administers roadway and bridge construction projects within the Secondary Roads & Farm to Market systems. Our office is also responsible for the maintenance and snow removal of the Secondary Roads & Farm to Market systems.

Treasurer
The Treasurer, being a curator for Black Hawk County, is responsible for the receipt, management, disbursement, financial reporting, bonds and investment of all monies paid to the County and serves as agent for the State of Iowa Department of Transportation and Iowa Department of Revenue and Finance.

Veterans Affairs
Our Office strives to assist all Veterans/Dependents in some way, whether it be providing emergency assistance with basic needs through relief funds, or helping to file claims for Federal VA benefits (service work), or just providing information and referrals.
